I have no reason to think that the Chinese

Government feel that the undertaking that the ordinance

would be administered with tact and sympathy is being

foregone.

15. I may add that the principal doubt which I

have regarding its present operation is whether it is

to any useful extent succeeding in its prime object

viz. to prevent the entry of undesirables: but on this

subject I will report to Your Lordship at some later

date.

16. A copy of this despatch is being sent to
